Michael R. Moehlman, Executive Director. Mr. Moehlman was appointed Executive Director on March 1, 2001. Mr. Moehlman's primary function is to develop and implement strategies for the effective utilization of the Council's resources. He coordinates, develops and supervises the activities of professional, administrative, and technical personnel to achieve agency goals. He has significant administrative and regional planning experience in a career that spans 31 years. His background includes regional government experience in Evansville, Cincinnati, and Baton Rouge. Mr. Moehlman holds a B.A. in Economics from Thomas More College in Kentucky, and a Master's Degree in Urban and Regional Planning from Virginia Tech.
Bruce Day, Planning Director. (1998) Mr. Day was promoted to his current position in October, 2002. He is now the top assistant to the Executive Director, in charge of coordinating WRPC planning functions including review of local government Comprehensive Plan amendments, Evaluation and Appraisal Reports, EAR Based Amendments, the WRPC Strategic Regional Policy Plan, Developments of Regional Impact (DRIs), and planning assistance to local governments. Mr. Day has over 13 years of significant planning experience in Florida and Georgia. He holds a B.S. degree in Public Recreation Administration and a M.A.U.R.P. from the University of Florida.
Douglas J. Correia, Senior Planner. (2006) Mr. Correia is currently working on Comprehensive Plan reviews and he provides technical assistance to local governments in the area of planning and zoning. He has extensive public and private sector planning experience in Florida, most recently working for the City of Palm Coast. Mr. Correia has received a B.A. from the University of Massachusetts and a M. Sc. in Administration and Public Policy from Nova University.
Jason Garcia, Principal Planner. (2005) Mr. Garcia is currently the lead planner for all Developments of Regional Impact (DRIs). He also provides planning and zoning technical assistance for local governments, including Community Redevelopment Area (CRA) assistance. Mr. Garcia received a B.S. in Urban and Regional Studies from the University of Wisconsin-Oshkosh.
Michael Arnold, Principal Planner. (2006) Mr. Arnold coordinates all Emergency Planning activities and acts as staff to the Local Emergency Planning Committee (LEPC) District 5. He also assists local governments in preparing Evaluation and Appraisal Reports (EARs) and EAR Based Amendments. He is a native Floridian from Miami. Mr. Arnold holds both a Bachelor's and Master's Degree in Urban and Regional Planning from Florida Atlantic University.
David Connolly, Senior Planner. (2007) Mr. Connolly coordinates all regional Economic Development activities through the Comprehensive Economic Development Strategy (CEDS), and he assists local governments in the implementation of Community Redevelopment Areas (CRAs). In addition, he actively works in the area of comprehensive planning, helping organize Evaluation and Appraisal Reports and EAR-Based Amendments. This work focuses on Capital Improvements, Transportation and Infrastructure elements of local government comprehensive plans. Other duties include regional review of electrical power plant or transmission line site certification applications and electrical utility 10-year site plans. He has previously held planning positions in Iowa and Illinois. Mr. Connolly holds a Master's Degree in Urban and Regional Planning from the University of Iowa and is a member of the American Institute of Certified Planners (AICP).
Lauren Yeatter, Planner I. (2009) Ms. Yeatter researches, develops, and analyzes data for a multitude of regional planning projects. She also assists local governments in preparing EAR Based Amendments. She holds a B.S. degree in Agricultural Education & Communication from the University of Florida, and a M.U.R.P. degree from Florida Atlantic University.
William E. Taylor, Geo-Database Manager. (1975) Mr. Taylor has primary responsibility for developing and maintaining the Council's Mapping and Geographic Information System (GIS). He is also responsible for the creative graphic design of reports, publications, and camera-ready artwork. Mr. Taylor is usually heavily involved in the design of WRPC public presentations and informational displays. He holds a Bachelor of Design Degree from the University of Florida.
Vivian A. Whittier, Information Specialist/DRI Procedural Coordinator. (1978) Ms. Whittier is the Council's primary contact for responding to requests for regional information. She manages the Council's census data repository. She also coordinates procedures for Development of Regional Impact (DRI) reviews, the distribution of DRI submittals for regional review, and federal Intergovernmental Coordination Reviews. Ms. Whittier attended Northeastern University.
B.J. Fowler, Administrative Assistant II. (1986) Ms. Fowler provides clerical and administrative support to the professional staff of the Council and maintains the Council's website. She currently serves as recording secretary to the Transportation Disadvantaged Coordinating Boards staffed by the WRPC. Her specialties include desktop publishing, document design, and word processing. Ms. Fowler attended Yale University, participating in their work-sponsored continuing education credits program.
Denise L. Lines, Finance Director. (1984) Ms. Lines' duties include all aspects of routine accounting, bookkeeping, and property management for the Council. She maintains the agency accounting system and oversees administration of employee benefits and personnel records. She works closely with the Executive Director in annual budget development. Ms. Lines is a graduate of Augusta Tech's accounting program.
Glenda Roberts, Office Manager. (1980) Ms. Howell supervises the clerical staff and provides administrative support to the Board, Executive Director, and professional staff. She was promoted to Office Manager in 2001. She also serves as recording secretary to the District 5 Local Emergency Planning Committee. Ms. Howell holds an A.S. Degree in Management from Central Florida Community College.
